When Schools Violate Civil Rights Laws

[October 17, 2025] It is hard to believe that highly educated leaders in public schools would intentionally and knowingly break Civil Rights laws, but it has happened. In several Minneapolis high schools, there are courses being offered that are restricted to Black students only.

From the Washington Free Beacon, reporter Jessica Schwalb writes:

“Several Minneapolis public high schools prohibit white and Asian students from enrolling in a set of courses on black culture, documents obtained by the Washington Free Beacon show. The courses contribute toward Minneapolis Public Schools’ (MPS) electives requirement, and white and Asian students must therefore choose from a narrower list of options in order to graduate.”

The issue with discrimination is that those supposedly “protected” by it are often the ones who end up losing. These courses often guarantee automatic A’s and seem designed with several aims: 1) to boost black GPA, 2) to foster more black radicalism and victimhood, and 3) to “stick it to the man.’ Of course, this is illegal, but will anyone take action to stop it?

“One of the proscribed courses, “BLACK Culture – Building Lives Acquiring Cultural Knowledge,” is open only to black men. Another, “BLACK Culture – Building Lives Acquiring Cultural Knowledge (Queens),” is open only to black women, a practice civil rights attorneys say almost certainly puts the schools in violation of civil rights law.”

“South High School, Minneapolis’s oldest and largest public high school where a large majority of students are black or Hispanic, lists the two courses in its 2025-2026 curriculum guide. The former examines “the complexity of the black male experience by exploring the lived reality of black men in the United States,” the latter “the experiences of Black girls in public schools.” The school’s guide explicitly states the courses are open to “All black male students” and “All black female students,” respectively.”

Violations of Civil Rights laws have been largely overlooked since President Biden took office. There was simply no consequence for doing so, and today, we observe an “I dare ya” attitude among public school administrators.  

The article quotes Dan Morenoff, executive director of the American Civil Rights Project: “It is extremely hard to imagine how this could possibly be legal under either Title VI [race] or Title IX [sex] to literally have programming explicitly open only to one race.” Stated more bluntly, it is grossly illegal.

When contacted by the Beacon, the public schools didn’t respond. Of course not. Why would they want to take responsibility for their actions when they can just play the victim? If the U.S. Department of Education and the DOJ didn’t know this was happening right under their noses, they do now

    I have to say that I am not at all surprised. Democrats will do as they wish because they believe, deep down, that they are not just morally superior to everyone else, but that they are exempt from laws that govern us. The ends justifies the means and if that means ignoring the law, then the law will be ignored. God Bless their souls.

    Is anyone surprised that woke public school officials will flout federal law that is designed to prevent discrimination? I’m not.

      My question is a little different. Why is it always the black schools that do this? I guess this is what happens when you get used to being kowtowed to and allowed to get away with behavior that would not be tolerated in other, majority white, schools. Thomas Sowell had something to say about this in his books.

        Yes, read that book and you will be shocked. But, noooooo, black school administrators will do their own thing and then cry victim when challenged. The problem for black students here is that they will now be left further and further behind.
